Organizational Plan for the Traffic Monitoring & Control Operations Center and the Olympic Transport Operations Center for Athens 2004


Having been selected in an international competition, Delcan prepared an organizational plan for a new urban Traffic Control and Monitoring Operations Center and for the Olympic Transport Operations Center.

The work assisted Athens 2004 and its joint proponents (The Ministry of Public Works and The Ministry of Public Order & Security) in preparing operational plans and procedures for the coordinated efforts of a multitude of agencies involved in the operation of these facilities.

Delcan’s goal was the establishment of a common “concept of operations” amongst the stakeholder agencies. This defines the organizational structure and operating framework along with the coordinating procedures and communication protocols that allow the various agencies to work together in delivering their services. In addition, Delcan needed to undertake the coordination of the use of certain telematics systems.

The concept of operations is critical in achieving a common platform of work amongst agencies with different operating philosophies and approaches. Adoption of a common concept of operations is seen as a key catalyst for institutional coordination, which in turn can facilitate harmonization of operating procedures and practices amongst cooperating agencies.
